Case In Point

In 2007-2008, an Air Force Weather Officer and Meteorologist deployed to Manas AB, Kyrgyzstan, to become the Base Commander. He was responsible for the security of 1,500 Military and Contractor personnel, $50M in assets, a Wing of KC-135 aircraft and over 100K transient personnel entering and departing the Afghanistan Combat zone.

As a trained weather officer, now responsible for base security, his security forces provided detailed briefs on surveillance methods and sensors for ensuring maximum situational awareness. He understood how various aircraft weapon system sensors were degraded in certain types of weather conditions. It was his primary responsibility as a weather officer to understand the sensor technology and weather degradation impacts to ensure weather would not become an impact, and if it would, to advise the air operations center planners of the challenge. He also was responsible for advising decision-makers and warfighters on the use of alternative weapon systems that would not degrade capability, or suggest good combat periods for conducting the missions to ensure optimal results. Sometimes the weather drove a change to tactics, techniques and procedures, to mitigate weather’s impact, if there were no real alternatives to dealing with the weather; but the mission had to go.

The weather in Kyrgyzstan was brutally severe in the winter of 2007-2008. It was the coldest in 40 years, with significant periods of ice fog, heavy snow, and extreme cold temperatures of -15 degrees Fahrenheit frequently. The base security sensors were significantly impacted that winter, leaving security forces blind in segments along the base perimeter. The base commander weather officer trained security forces in how to better anticipate the onset of those conditions by working closely with the base weather station and to proactively change their tactics, techniques and procedures BEFORE

sensors and equipment began to fail. By anticipating, and using weather intelligence, the security forces discussed new protocols for having sensor maintenance staff on call, bringing on extra security forces to increase patrols, and acquiring a more diverse set of sensors that were not all impacted the same in different weather conditions—a defense in sensor technology depth.

Today, in the US homeland, the threat is the same and sensing systems are similarly impacted by weather. As an example, sensors degrade in weather due to electromagnetic storms (GPS errors), absolute humidity (IR impacts), heavy rain (radar, LIDAR impacts) and restrictions to visibility (cameras.) Fog along the coast that restricts visibility around bridges and ports gives a terrorist an opportunity to stealthily position IEDs on a vessel under a bridge or near key port assets un-noticed, or on an unmanned aerial vehicle.

Using the weather as cover for an attack is as old as warfare itself. Having insight allows security forces to adapt tactics, techniques and procedures BEFORE it becomes a problem, ensuring no impacts or gaps in surveillance and protection.
